Inspecting and Analyzing the Collection and Recycling systems of Waste Batteries and Waste Lamps, and Evaluating their Effectiveness

The project period was from Jan 1, 2015 to Dec 31, 2015. The information of OLED lamps, LED lamps, Li-Fe batteries and Na-Ni batteries had been investigated and analyzed for the evaluation of regulating as recyclable wastes. The sampling and testing works of 100 batteries and 50 lamps had been finished. The testing results of Mn-Zn and Alkaline batteries complied with the domestic regulations. The standards of the 4 times fee rate for primary batteries and the green fee rate for button cells should be reviewed according to the testing results. Based on the lamp testing results, it was suggested that the mercury unit weight of the HID lamps should be adjusted, also the applying standard of the eco-label for lamps should be more stringent or even drafting the mercury content limit for lamps directly. The revised fee rates for linear fluorescent lamp, Mn/Zn/Alkaline and Ni-Cd batteries were raised. The revised subsidy rate for linear and non- linear fluorescent lamps, Mn/Zn/Alkaline, primary Li, secondary Li, button cells, Ni-MH and Ni-Cd batteries were reduced. The fee rate and subsidy rates for new regulated LED lamps were 19.7NT/kg and 10.8NT/kg respectively. There were 136 types of button cell batteries qualified for the green fee rate since Nov, 2015. 120 suspicious unregistered entities had been inspected. EPA will continue to trace the recycling fees they should submit. The waste treatment companies, KATEC corp. and Taiwan Steel Union corp., were starting apply the permit of treating waste Mn/Zn/Alkaline batteries by their arc furnaces. In order to reduce the extra cost and limitations for applying the permit, Taiwan EPA already announced the revised version of “Waste Dry Batteries Collection, Storage, Clearance, Disposal Methods and Facility Standards”. For the mercury distribution re-inspection, the mercury emissions to ambient air from L2 corp.’s processing were reduced from 37% to 29%. It was believed that the seal of feeding, processing and discharging areas, enhancing the vacuuming power actually improved the mercury emission. For the poster, the collection of waste LED lamps and waste electric car power batteries should be the main designing point. The 2014 exhibit of the achievement for subsidizing the inventing and researching of regulated recyclable wastes collection and recycling was held in NTU Convention Center on 27th Mar, 2015. There were 14 of cases passed the auditing and qualified for the subsidy.
